Steps
1) After signing up and confirming your email account click the Management Console Button....in the nav menu.

2) Click Instances...and then "Launch Instance"

3) Create a new name for your vps and select the "Small Instance VPS" (This is the highest amount of Ram you can have ... 8GB )

4) Select what OS you want... (Windows SQL Standard is just Windows 8 basically)

5) Go to the options for your vps instance you just made and click assign ip. You can only make 1 ip per account. So if you make another one just go to the drop down and select the ip. And then click apply.

6) Click Start...and you're pretty much done
